Hi j08burns,
That is a generic code that could be caused by several different things, which depends upon the email application you are using. Your post title says "Office" which would indicate that you are using Outlook (which version?). The error messages says "Outlook Express" indicating that you use Outlook Express, but even an error in Outlook can generate that error message (that's right, Microsoft hasn't updated that error message for many years). To find the cause of the error message, use the following dignostic steps (these are written for Outlook, so IF you do use Outlook Express, let me know).
1) Can you access the Internet and open web pages? If not then, you have an Internet connection problem and Outlook can't access the mail mserver. If you do have an Internet connection, then the problem lies in Outlook.
2) Sometimes, after updates, Outlook changes the account settings that you entered when you set the account up. Sometimes just the name and password have to be reentered and saved to fix the problem. Reset your account connection settings per instructions from your mail server (ISP or whomever you have the email account thru).
3) If the aboive doesn't fix the problem, then most likely you have a damaged PST file that prevents Outlook from loading and making a correction.
If it is the last item then post back for help in repairing it. I'll need to know the version of Outlook you are using, the size of the PST file, and if the PST file is in the Outlook 97-2000 format.

Can you get web pages? If so, you may have the wrong mail server typed in your account settings or the server may be down. If you cannot get web pages then hang up and try connecting again. Reboot the computer and try again. If it's still not working and you are not getting any web pages, then data may not be moving across the network properly. Check DNS numbers, remove and then reinstall TCP/IP in Control Panel > Network. Also I can suggest this program OE-Mail Recovery www.oemailrecovery.com/outlook-express-recovery.html
