Shutdown Outlook completely, including any runaway outlook.exe processes in the task manager. Open Mail in the Control Panel and before you delete your profile completely, write down the server settings! There’s no need to worry about backing up your mail as it’s stored on the Exchange server. (Essentially, you’re deleting that outlook.ost when you drop your mail profile.) Now, start Outlook and it will create a new profile, where you’ll configure the server with the information you wrote down previously. Outlook will start normally again.Read more on yahoo site: answers.yahoo.com/question/index?qid=20140316123516AA5F0UP

Hi rrrdawson,
Before you take any action as suggested by paulofurtado832 please answer some questions.
1. Is email account through a work place setting or is it your personal account? The error you posted stated POP3 Server. POP3 is a personal account and does NOT use the Exchange server. The Exchange server is uses IMAP and such an error code would have stated IMAP and not POP3.
2. If this is an email account on an intranet (a private company's network) using Microsoft Exchange server, then do you know if your PST file is stored locally or on the server. Most Exchange servers will only store emails less than two weeks old.
3. Is your Outlook storage folder and .ost or a .pst file? .ost files are used exclusively by an Exchange server while .pst are used for POP3 accounts. To find out: open Outlook and select File>Data File Management. The Account Settings box that opens will open to the Data Files tab. Your storage file will be listed and will have .ost or .pst as the file extension.
If this is a personal account as the error message indicates; the the file will be a .pst file. The Error number 0x800ccc0e is a generic error code for many Microsoft products including Outlook Express. It means that the email application was not able to set up a connection to the email server. Since Outlook sends before it receives it often appears that the problem is sending, but usually is both since server connection could not be set up. If this is the case, then you need to contact your ISP and make sure your connection settings are correct. This often fixes this type of error.
Let us know how it goes.
