The IE browser has an odd quirk, too; it has tabbed browsing: When I click a link, a tab will open but will be blank. I usually then must close that tab and copy and paste the URL into the main address box, and it loads normally. The IE Tab settings are the same as with my Win8 IE browser, which is normal and no problem, and will open the new tab & website.[/p]

Hi kickinin,
I assume the IE 11 was an update thru Microsoft. Sometimes these updates go wrong and many reasons why. The main cause in many of these situations is not user options, but in the DLL files that run the functions of IE. It is easy to see if this is the problem. Registering the DLL files will make sure the "call" for them to run is answered.
Here's how to register the IE DLL files:
You have to open an elevated command prompt and IE should be closed. I don't use Win 8, I don't know the exact procedure in Win 8. In Win 7 you open the Start menu and type in the Search box Command and the Command Prompt will appear above. Right click the Command Prompt link and select Run as administrator. This is an elevated command prompt.
In the elevated command prompt type: regsvr32 urlmon.dll Note the space between the 2 and u. Press the Enter and you should see a message stating that registering the dll succeeded.
Now repeat the process for the following dll files by typing in regsvr32 followed by a space and the name of the dll files below. Do each dll file one at a time and make sure you get the succeeded message.
actxprxy.dll
shdocvw.dll
mshtml.dll
browseui.dll
jscript.dll
vbscript.dll
oleaut32.dll
After registering the dll files. open IE and see if the problem still exists. Let us know what happened.

No, this is not due to updates, it's been this way since day one of my Win7 laptop purchase. Which is why I've tried comparisons to the Win8 browser, and XP's browser. Also, I resort to the Safari Browser sometimes, to 'keep on clickin' '
I will read your suggestion and see how it goes. By the way, Win8 is much like Win7, and after its newest upgrade - which I have not done yet, nor Win8.1 - it's supposed to have some of Win7's qualities/features, hopefully NO tiles.
