For the last several weeks Norton has notified me several times a day that this file has been downloaded and is OK.
Any idea why this file continues to download or how I can eliminate this recurring message?

Hi mike,
The file is a product of Google Chrome and is used by Firefox. The file is a decryption file that allows HTML5 coded videos to play without flash. Thus, it has to be updated on a regular basis. The file is safe, but there are malware files that try to mask as this file; so Norton checks the file to make sure the file you download is safe.
You can stop Norton's popup notification in Norton:
Open Norton and select Settings at the top. Select Administrative settings. Scroll down and turn off Norton Task Notification. Click Apply and close Norton.
