Hi older1,
The exact details might differ slightly in different versions of Windows, but the steps are similar.
Right click an empty area of the Desktop (pointer Not over an icon). In the dropdown menu select View which will open a casade of settings. Make sure Auto Arrange AND Align to grid are UNchecked. Now the icons will stay where you put even when you shut off and reboot.

Hi Older: I use a "sillyware" program called Iconoid. I do not use it all the time, but there have been many occasions when some program or other has disassembled all my carefully-placed desktop icons. Most annoying, With Iconoid, you can tell it to remember the positions of your icons, then get out of it. When something happens that has disturbed your desktop map, even after Dana's excellent tip, call up Iconoid, and have it put everything back again where it was previously. You can check it out at www.sillysot.com/Peter
