Add Group Policy Editor to Windows 10 Home Version
What
The commands below will download from Microsoft and install a fully functional Group Policy Editor that comes with Windows Pro and Enterprise versions. Windows 10 Home version does not include Group Policy Editor with a standard install, but you can use these commands to download the Group Policy Editor installation packages from Microsoft servers and install on Windows 10 Home version.
Why
Situations arise where the solution is a setting using the Group Policy Editor. For Windows 10 Home version users that don’t have the group policy editor this solution involves using the Registry Editor to edit or create a new key. The user interface and hierarchy of the Group Policy Editor is much easier to use and less likely to make a mistake than using the Registry Editor.
WARNING:
The Group Policy Editor is a very powerful app that changes how Windows runs. Be sure of the effect of changing or adding a setting in the Group Policy Editor before making the change. Use the Group Policy Editor to change or add a setting recommended by a trusted source as a solution you desire such as patching a security flaw or preventing update changes.
How
o Open an Administrator Command window (WinKey + R, enter cmd, press Ctrl + Shift + Enter, and click Yes to UAC query)
o Copy the following command:
FOR %F IN ("%SystemRoot%\servicing\Packages\Microsoft-Windows-GroupPolicy-ClientTools-Package~*.mum") DO (DISM /Online /NoRestart /Add-Package:"%F")
o At the prompt (>) Paste (Ctrl + V) the command and press Enter key to run the command. Note: The command is a single line command but text wrapping in different apps and the Command window’s size may cause the command to be on two lines. Copy the command from beginning to end to copy the entire command.
o Give it time to complete the command and it will show a progress bar. When completed the command window will return to the prompt(>) awaiting the next command.
o Copy the following command:
FOR %F IN ("%SystemRoot%\servicing\Packages\Microsoft-Windows-GroupPolicy-ClientExtensions-Package~*.mum") DO (DISM /Online /NoRestart /Add-Package:"%F")
o At the prompt (>) Paste (Ctrl + V) the command and press Enter key to run the command.
o Give it time to complete the command and it will show a progress bar. When completed the command window will return to the prompt(>) awaiting the next command.
o No restart required.
o Open a Run box (WinKey + R), enter gpedit.msc, and press the Enter key to open the newly installed Group Policy Editor.

I have not tested it, but I have been told that the commands will work for Windows 11 Home versions.
